What does genkai otaku mean?
An otaku who has reached their limit: no coherent sentences, only vowels, keysmashes and a photo of themselves lying on the floor.

The story behind genkai otaku
限界 means limit, and Japanese slang loves bolting it onto people: 限界大学生, 限界社会人, anyone running on fumes and cheerful about it. 限界オタク is the fandom edition, sharpened on Twitter through the 2010s, when midnight announcements taught thousands of people at once that language was not built for this.
It is almost never an insult. You claim it about yourself, ideally right after a wall of vowels, and the timeline answers in the same key. The customary apology is 語彙力, tacked on to admit that your vocabulary has left the building. So if a friend types twelve あ in a row, nothing is wrong. They have simply reached the limit.
