The story behind kirinuki
切り抜き literally means cut out, the word you would use for scissors and a newspaper, and it now names the highlight clip. It became an industry because live streams are long. A broadcaster may talk for four hours; the funny ninety seconds inside that has to be found by someone, and fans volunteered.
Japan handled this unusually well. Rather than issuing takedowns, many streamers publish clipping guidelines and officially recognise fan-run clip channels, treating them as free promotion and sometimes sharing revenue. The catch is context. A clip is an argument about what the stream was, and a badly cut ninety seconds has started more than one storm the full recording would have prevented.
